NATIONAL LEGISLATION
Our founder knew the Supreme Court 2010 Citizens United decision would allow corporations to grab more political power.
But after 15 years, many nonprofits have tried and failed to reverse Citizens United via a Constitutional Amendment. Their efforts included trying to convince 357 members of Congress to pass legislation to take corporations and money out of politics.
That is because Congress is broken. More drama exists than bills. Running for Congress costs ten times as much ($400 million?) as it did 20 years ago. Re-election is more important than policy.
The solution is a LIMITED NONPARTISAN Constitutional Convention called by State Legislatures that will NOT run away.
Our non-profit will be successful because, in every State Capital, we are using:
- previous sponsors,
- newly elected legislators, and
- newly hired political science students for Legislative Liaison internships.

COLORADO LEGISLATION
Our founder saw that large Solar Energy Farms were not being developed and that some people were anxious to shut down the Refineries despite potential layoffs of hundreds of employees.
Our nonprofit is educating the public in three areas. First, the Colorado EV mandate means electric vehicles will occupy 90% of the road by 2045. Consequently, the following will happen:
1. gasoline sales will evaporate,
2. gas stations will be obsolete,
3. gas tax revenue will disappear, and
4. refinery sales will drop about 40%.
Secondly, the State of Colorado and its cities can use Certificates Of Participation which act like an investment such as bonds but without voter approval in order to start micro-grids, or battery systems, or solar projects. This would drive independence from the giant utilities and possibly create more co-ops.
Thirdly, people hear “agrivoltaic” but many do not know it is a solar grazing farm. That means having a dual purpose of solar on top of livestock, crops, and flowers. The economic benefit of solar grazing farms, after 5 or 10 years, beats all other sources of energy.
QUESTIONS AND CONCERNS
Why is Citizens United so problematic?
Citizens United allowed corporate money into politics. It considers corporations to be persons under the law and allows unlimited campaign finances with impunity. This has tainted our democracy and allowed dark money into politics.
What exactly is Project Leapfrog doing?
We’re working to end billionaire control of politics, overturn Citizens United, and restore our democracy! By hiring liaisons across different states, we the people can bring about the change that is needed in this country.
How does an Article V Convention Work?
Article V allows a Convention of States if 34 states propose an amendment and call for a convention without congressional approval. Delegates from all states convene and discuss and pass proposed amendments. States then vote on passing the proposed amendments.
Is an Article V Convention safe?
Yes, the convention has a built in safeguard. A convention has the power to approve an amendment, but still requires ratification, meaning amendment approval from 38 states.
Why is this the most effective solution?
This is the best way to get corporate money out of politics. Through a limited convention of states, we can ensure nonpartisan community-driven change via grassroots campaigning for election finance reform. Rather than wait for politicians to have a sudden change of heart, we can work from the ground up to restore our democracy.
